Cultural Plan Intake Form

Across the greater Portland region, local governments are partnering to launch a cultural planning process and set the vision for the next generation of arts and culture in our communities. The effort is being led by staff from Portland's City Arts Program; Clackamas, Multnomah, and Washington counties; the cities of Hillsboro and Beaverton; the Metro regional government, and the Regional Arts & Culture Council (RACC).

Community members have been invited to connect to this process and shape our region's future of arts and culture. This is the first time that popular, contemporary music as a cultural sector has ever been invited to the table, and we need to hear from YOU! MusicPortland facilitated an incredible discussion in February – thanks to all who attended. Your participation provided a wealth of insight, and we want to hear more!

The following are *examples* of themes that came up in our first discussion.

Artist Relations: Identify challenges & propose solutions

Examples:

a. We know that music is not fairly compensated. To find actionable solutions, we need transparent discussion. Which issues are industry-wide, and what changes are possible within local control? How much does self-sabotage contribute (playing for free or for tips, not charging for session work, etc.)? Your thoughts?

b. Do you have a safe, secure, and affordable rehearsal space? If not, how impactful would having access to one be? 

Audience Development

Examples:

a. How can we engage more residents and visitors in the local live music scene? How can we, as a city, an organization, or a community, make supporting live music a cultural norm for local audiences?

b. Willamette Week and Mercury aren't meeting our promotional needs. What is the format for a successful centralized music calendar in 2023?

Venue Relations

Examples:

a. What do dedicated/ticketed venues need to continue rebuilding from the closures?

b. What incentives can we develop to make mixed-use venues fairly compensate artists?

c. Nationally, ticket prices at independent clubs are increasing along with all other costs due to inflation. How could new approaches, such as earlier show times, engage higher-income audiences?

d. What should a cultural plan include to develop a fair pay structure for live production professionals?

Music Business Support

Examples:

a. What should we include in a cultural plan to support Production professionals and enterprises?

b. How do local labels participate in our cultural identity, and what kinds of support, acknowledgment, or infrastructure might help them lift up our local artists?
